结合兵团改革发展实施纲要,在全面分析第一师阿拉尔市2012-2018年招商引资现状的基础上,从产业导向、投资环境、招商业绩和企业业绩四个方面构建了16个评价指标,基于熵值法确定权重,计算出2013-2017年招商引资绩效综合评价指数。研究发现:(1)2017-2018年间第一师阿拉尔市招商引资项目、总投资、到位资金均有不同程度的下降。融资渠道单一和招商能力不足是主要原因。(2)2012-2017年间第一师阿拉尔市招商引资绩效水平逐年呈上升趋势,发展潜力较大。这与政府通过创新方式,"走""引"结合、大力推进援疆招商,延伸产业链招商的工作方式有关。(3)就业率逐年上升。一产的季节性导致的结构性失业,在产业融合发展中得到缓解。(4)投资环境影响绩效评价的效果明显。引进企业对于带动就业,提高人民收入,优化环境的作用巨大。(5)产业导向与企业业绩对绩效的影响较小,但产业的引导和企业业绩的带动作用不容忽视。

In combination with the implementation outline of the reform and development of the XPCC, based on the comprehensive analysis of the current situation of investment attraction and attraction in the first division of Alar from 2012 to 2018, 16 evaluation indexes were constructed from four aspects of industrial orientation, investment environment, investment attraction performance and enterprise performance. The weights were determined based on the entropy value method, and the comprehensive evaluation index of investment attraction performance from 2013 to 2017 was calculated. Research findings :(1) investment attraction projects, total investment and funds in place of the first division of Alar city all decreased to varying degrees during 2017-2018. Single financing channels and insufficient investment capacity are the main reasons.(2) from 2012 to 2017, the performance level of investment attraction in Alar city, the first division, showed an increasing trend year by year, with great development potential. This has something to do with the government's innovative ways, the combination of "going" and "attracting", the promotion of investment in xinjiang and the extension of industrial chain.(3) the employment rate increased year by year. Structural unemployment caused by seasonal production has been alleviated by industrial integration.(4) the effect of investment environment on performance evaluation is obvious. Introducing enterprises plays an important role in promoting employment, increasing people's income and optimizing the environment.(5) industrial guidance and enterprise performance have little impact on performance, but the driving effect of industrial guidance and enterprise performance cannot be ignored.
